When sowing seeds is it necessary to use specific seed compost?

You get a much better germination rate using a branded seed compost as the structure is formulated for optimum seed growth and it is also sterile so should minimise the risk of fungal outbreaks.

Is a heated propagator necessary?

Yes if you intend to sow seeds which only germinate in a specific temperature range.

How often do I need to water the seeds in a propagator?

The aim is the keep the seed compost just and so damp, if it's too wet the young seedlings will rot. If the compost becomes too dry it can form a crust over the top which won't allow the seedlings to push through.
